The Canadian Space Agency was created on 1 Mar 1989. Canada is an associate member of ESA since 1978. This means that Canada does not have the same rights and obligations as a full member. For instance, Canada is not participating in the Scientific Program or in the Technological Research Programme of ESA. Both these programs are part of the mandatory activities which are financed by the full members pro rata of their gross national product (GNP). Canada was the first country to develop a national telecommunication system.
