Program: Geo-IK

Russian geodesy program. It is probably military aimed, to provide precise localisation of military targets for ICBM/IRBM attacks.

The satellites of this series are based on the Musson bus (see Parus for details). The satellites are all named in the Cosmos program both the most recent one.
