This satellite was to be operated through the National Earth Observation Program (Programa Nacional de Observacion de la Tierra; PNOT). Owned by Spain's Center for Development of Industrial Technology (CDTI - Centro para el Desarrollo Technologico Industrial). Would have worked in conjunction with Paz

The mission is devoted to providing high resolution multispectral land optical images to different Spanish civil, institutional and government users, and potentially to other European users in the framework of GMES and GEOSS (Global Earth Observation System of Systems).

Sener is the payload prime contractor.
